EDM Monday Briefing: Gunman Opens Fire at Gilroy Garlic Festival

Emergency and disaster management briefing for July 29, 2019: A gunman opened fire at the Gilroy Garlic Festival in Northern California, killing 3 and injuring at least 15; eight people are dead and 60 injured after strong earthquakes and aftershocks hit the Philippines; the Canadian manhunt has intensified for two teenagers wanted for murder; China struggles to control the outbreak of African swine fever as more pigs were found to have the disease; U.S. water athletes were among those injured when an upper deck at a nightclub collapsed in South Korea; a swift-moving wildfire destroyed a large home in Chino Hills, California; a landslide at a Myanmar jade mine kills 14, including at least one police officer; and the governor of Montana declared a state of emergency amid wildfires to help increase needed supply and fuel deliveries.

1) Police officers responded in less than a minute to an active shooter at the Gilroy Garlic Festival in Northern California after the alleged gunman opened fire at about 5:41 p.m. The gunman killed three people, including a six-year-old boy, and injured 15 others before being shot and killed by police just moments after their arrival. Police are searching for a second individual who may have been involved in the shooting, and they have yet to determine a motive for the incident.

2) Eight people are dead and at least 60 injured following an earthquake and several strong aftershocks in the Philippines on Saturday. The temblors struck islands in the north, halfway between Luzon and Taiwan, and disaster management officials were sending medical and rescue teams to help those affected. An aircraft was deployed by the military to deliver supplies and bring out those injured during the strong earthquakes, which destroyed homes and damaged infrastructure.

3) The massive manhunt in Canada for two teenagers charged with murdering one person and suspected of killing at least two others has intensified. Police moved the search from Gillam to the nearby town of York Landing, Manitoba, after receiving a tip that the suspects were in or near the community. Royal Canadian Mounted Police (RCMP) have cautioned residents to remain indoors and to not post locations of law enforcement on social media for safety purposes as the manhunt continued. However, as of 11:00 p.m., the suspects still had not been located.

4) African swine fever was again found in China in live pigs being transported to the Liaoning province, highlighting the difficulty the government has had in controlling the disease. The disease has spread to every province in China and beyond its borders since it was first discovered last August, destroying as many as half of China’s breeding pigs. African swine fever has no cure and no vaccine. It is deadly to nearly all pigs, but does not affect humans.

5) The upper deck of a nightclub in South Korea collapsed on Saturday night, killing two people and injuring at least 20 others, including several U.S. water athletes. The incident occurred at the Coyote Ugly nightclub in Gwangju and highlights the government’s struggle to ensure public safety following the capsizing of the Sewol ferry in 2014. Several other major accidents have also occurred since accident prevention and disaster management were set as priorities by the current government, including a fire at a fitness center and one at a hospital that killed a total of 74 people.

6) A wildfire that began Sunday afternoon in California destroyed a large home in Chino Hills and consumed 154 acres before firefighters were able to stop its forward progress. Multiple agencies responded to help fight the Star Fire; aerial water, retardant drops and hoses were used to battle the blaze. Several road closures were implemented, although there were no injuries and no evacuations. The cause of the fire, which began in heavy brush, is under investigation.

7) Early Sunday morning, a landslide killed at least 14 people at a jade mine in Myanmar. At least one police officer was among those killed, and two policemen who were guarding the mine are among the four people still missing and presumed dead. The incident occurred in Hpakant in Kachin state, the jade hub, where accidents frequently occur despite government pledges to clean up the lucrative mining industry.

8) The governor of Montana declared a state of emergency Sunday as at least three wildfires burn in the western part of the state. The emergency declaration allows truck drivers to work longer hours to deliver fuel and supplies due to increased demand because of the wildfires. One wildfire, the North Hills fire, prompted the evacuation of about 100 homes north of Helena as strong winds and high temperatures hampered fire fighting efforts over the weekend.
