Mayor of London Boris Johnson claimed earlier this month that there are “thousands” of potential terrorists under surveillance in his city. Step aside London and enter Portsmouth—a city 75 miles south of the capital city.

British police have charged Portsmouth resident Mustakim Jaman, 23, with the preparation of a terrorist act. He’s the second person charged with the same offense in three days, following his 26-year-old brother Tuhin Shahensha, who was formally charged Friday. Both men were arrested Oct. 14 after counter terrorism raids.

According to The Guardian, four young men from Portsmouth have died in the Middle East after leaving to fight for ISIS in Syria, turning the quiet port city into an unlikely grooming place for radicalized jihadists. Mehdi Hassan, Iftekar Jaman, Mamunur Roshid and Hamidur Rahman, all from Portsmouth, died recently while fighting for the Islamic State.

The U.K. raised its international threat level to “severe” in August, representing the terror alert system’s second-highest classification. The nation’s South East Counter Terrorism Unit (SECTU) has executed numerous arrest warrants in Hampshire (the county in which Portsmouth is situated) and London in recent weeks.
